We are currently hiring a Senior Project Manager (PMP Certified) for a high-visibility, mission-critical Government IT project involving the Statewide Voter Registration System (SVRS). This is a high-risk, high-complexity project requiring proven experience managing large-scale government programs.

  •  This role is strictly onsite in Richmond, Virginia. No hybrid or remote options available.

Roles & Responsibilities

  • Lead end-to-end implementation of the Statewide Voter Registration System (SVRS)
  • Manage daily interactions with stakeholders, ELECT staff, vendors, and project teams
  • Attend and facilitate daily virtual and in-person meetings
  • Apply Commonwealth Project Management (CPM) Standards across all project phases
  • Track and manage project performance metrics using Commonwealth Technology Portfolio (CTP / Planview Enterprise One)
  • Maintain and oversee the SVRS project calendar, milestones, and dependencies
  • Conduct risk identification, assessment, mitigation, and reporting
  • Prepare and deliver project status briefings to internal leadership and external bodies including the Interagency Oversight Committee
  • Ensure compliance with PMQR, CIO governance, and state oversight requirements
  • Manage large-scale project budgets and schedules using Microsoft Project
  • Operate effectively in a fast-paced, high-pressure government environment

  • Category 1 or Category 2 Commonwealth of Virginia project worth $5M+, OR
  • Non-Commonwealth project valued at $10M+
  • Strong experience with Commonwealth Project Management (CPM) methodologies
  • Documented risk management experience
  • Bachelors degree in relevant field or equivalent professional experience
  • Familiarity with CTP / Planview Enterprise One (Highly desirable)
  • Strong working knowledge of Microsoft Office and Microsoft Project
  • Excellent written and verbal communication skills
  • Highly organized, detail-oriented, and capable of multitasking
  • Self-starter with ability to work under minimal supervision

Job Description

Radiant Digital is seeking a highly experienced Data Systems Analyst to support enhancements, fixes, and ongoing operations of the MES Care Management Solution (CRMS).

This role is a key position supporting Medicaid Enterprise System (MES) components, providing deep business, data, and technical expertise. The analyst will work closely with business stakeholders, MES technical teams, and external Managed Care Plans to design, enhance, and support CRMS data solutions.

 

Roles & Responsibilities

  • Serve as a lead Data / Systems Analyst for MES CRMS modules
  • Analyze Medicaid business processes, rules, and system components
  • Gather, analyze, and document business and technical requirements
  • Translate requirements into end-to-end technical solution designs
  • Design and maintain logical and physical data models
  • Develop and support ETL processes and data transformations
  • Design and manage interfaces, extracts, and integrations between MES modules and external trading partners (Managed Care Plans)
  • Support databases including Oracle, MongoDB, SQL Server
  • Write and optimize SQL and PL/SQL queries
  • Collaborate with developers and assign tasks using Agile boards
  • Track team progress and ensure timely delivery of enhancements
  • Support CI/CD pipeline concepts and deployment processes
  • Work with Azure DevOps for backlog management and tracking
  • Ensure data quality, system stability, and regulatory compliance
  • Communicate effectively with business users and technical teams
  • Deliver excellent customer service and stakeholder support

 

Mandatory Skills & Experience

  • 15+ years of total IT experience
  • Strong experience as a Systems Analyst / Data Analyst
  • Extensive knowledge of Medicaid systems, components, and business rules (Must be clearly highlighted on resume)

Proven experience in:

  • Requirements gathering & documentation
  • Software Development Life Cycle (SDLC)
  • Database design and data modeling
  • ETL development and data integration
  • Solution design based on business requirements

Hands-on experience with:
